OMFI default values for purchasing and user parameter

We do not use inforec and need to suppress the inforec creation.  We used OMFI to define default value "Z1" in which inforec updates are blank (no update).  And then user parameter EVO=Z1 was assigned to users.

However, some user accounts were created without assign with above user parameter and thus inforec was created.  My question is apart from OMFI, is there any configuration which can suppress inforec?  Thanks.
