Price flow from PR to PO

Hi,

I have created a PR without material (I have just entered short text and material group) and I have maintained valuation price in PR.

I do not have user parameter EFB assigned in my user ID.

But still when I create a PO price is flowing from PR. I want to know is this standard behaviour of SAP?
