Negative Stocks

Hello SAP  Gurus ,

System  allows  negative stocks  , Even  configuration not  happens .
Where  I  Have   to  check  and  configurations  happen  where ?

I checked in material master  in  plants  Tab ...........

Please  suggest me , How it is happening ?
